Robot Arms Shark

I have a friend who grew up in Korea when he was a kid and he said that North Korea was really screwed up and spies would climb out of the water in a scuba suits and walk around asking people all kinds of awkward questions. Apparently they had no idea what was going on because they were starving and had lived in a dictatorship for a long time. Anyways I figure that was 20 years ago so they have probably evolved new technology like missiles and water creatures that would do this better. I don’t swim but I have friends who do so this is probably something for them to think about.
